Limiting Conditions
The PCR section recording what limited the observation: areas not accessed, concealed construction, untested systems, missing documents, then reliance.

E2018 requires the report to state its limiting conditions: the constraints on what the consultant could observe, review and conclude. In practice the section lists areas not accessed and why (tenants declined, no safe roof access), construction that was concealed, systems that were shut down or not tested, weather and time-of-day limits (site lighting not observed in daylight), documents requested and not provided, and the absence of testing, sampling and calculations.
The section ends with the reliance statement: who may rely on the report, for what transaction, and that the report is not a warranty of the property's condition. A lender's reliance letter, if one is issued later, refers back to it. A report whose limiting conditions are thorough is one whose author expected to be cross-examined.
