Field Observer and PCR Reviewer

E2018 describes the field observer as the person who conducts the walk-through survey, most likely a single individual with a general, well-rounded knowledge of building systems; specialists may be brought in for particular systems. The PCR reviewer is the person who reviews the report before it is issued and takes responsibility for it. The guide allows one person to fill both roles, and requires the report's qualifications section to name both and describe their qualifications.

The guide does not require a professional engineer or architect; it says performing the assessment under the guide is not itself a professional engineering service. Lenders and clients add that requirement, which is why most lender PCRs carry a PE or RA as reviewer. Fannie Mae's Form 4099 sets its own experience minimums for both roles.
