HUD Project Capital Needs Assessment (PCNA): What FHA-Insured Multifamily Loans Require
What a HUD PCNA is, which programs require it, the MAP Guide appendix that governs it, the CNA e-Tool, the twenty-year schedule, currency rules and who may.

For multifamily and healthcare properties financed with FHA-insured loans, HUD requires a project capital needs assessment rather than a conventional property condition report. It is the same kind of work with a different governing document, a different deliverable and its own rules on currency and who may prepare it.
Programs
Section 223(f) acquisitions and refinances, Section 232 healthcare facilities, RAD conversions and other HUD multifamily programs each call for a capital needs assessment at application and, for some, at intervals during the loan. The lender engages the assessor; HUD reviews the result.
Governing document
The Multifamily Accelerated Processing (MAP) Guide and its appendix on capital needs assessments set the scope, format and assessor qualifications; for healthcare facilities the Office of Residential Care Facilities publishes its own statement of work. HUD revises the guide, so the current edition governs.
What it contains
A narrative describing the major building systems and their condition, an accessibility review, and a financial model: a schedule, commonly twenty years, of the cost and timing of projected repairs and replacements, with the initial deposit and annual deposit to the replacement reserve that fund it. Critical and non-critical repairs are separated, and repairs required as a condition of the loan are identified.
The CNA e-Tool
The assessment is entered into HUD's CNA e-Tool, a spreadsheet-and-web application with structured fields for components, conditions, useful lives and costs; the tool validates the entries and produces the schedules HUD reviews. Its estimated-useful-life table is public domain and organised by the ASTM E2018 outline, which is why it is also the common useful-life source in ordinary PCAs. See the HUD table.
Currency
HUD commonly requires the assessment to be within eighteen months of the site inspection, with a desk update, or a new inspection and a new assessment. Lenders plan the site visit accordingly.
The needs assessor
The assessor must be acceptable to HUD: an independent third party with expertise in building science, mechanical systems and operations, familiar with the applicable codes and the accessibility requirements that apply to the program. HUD approval of the lender's assessor is part of the process.
Relationship to ASTM E2018
The field work is the same in kind: walk-through, document review, interviews, costs. The deliverable is not a PCR and does not cite E2018 as its governing standard, although the vocabulary of useful life, remaining life and effective age carries over. See PCA vs HUD CNA.
Baseline PCR produces the ASTM E2018-24 report; the HUD PCNA is a planned output from the same data and is not produced today.
